Traffic is a computer program developed by Avian as requested by Director P. His orginal purpose was to automatically keep track of every Varyville citizens' identity and location via the overwhelming amount of security cameras and microphones around the city.
As a program, Traffic would keep a database for each individual person, listing their name, nicknames, location, and many more things, even as specific as figuring out one's intentions from listening to conversations. Traffic automatically creates new profiles for anyone it doesn't recognize.
Avian, while developing Traffic, believed that it was an invasion of every Varyville citizens' privacy (obviously...). Upon bringing this to the attention of Director P., who initially did not care about the fact despite acknowledging it, they dropped the project. Traffic was later replaced by Screeny, who stored information about citizens only if it was manually submitted via a booth. (Alike to an election, and voting booths, this was a mandatory governmental procedure held a few times per year.)
In the future of Varyville, Moxie discovers Traffic on the computer hidden away in the abandoned tech center. According to the data, Traffic had been running for nearly 45 years. When Avian and Director P. stopped developing Traffic, they didn't terminate him, even though it was unfinished. Director P. ordered this, despite Avian's wishes.
Moxie attempts to terminate Traffic after briefly looking through it's database, realizing how harmful the program is, but is met with an unpleased digital voice who knows a lot more about her than she knows about herself.
